    Why do I need a utility bill or proof of address?


    A recent change in DVLA regulation means that you now need to provide your current address on the V5C document – and it falls to the car buyer and seller to make sure it is displayed correctly. In the past, a residential address could be replaced by the registered keeper’s “own name” – but this was pointed out as a loophole that allowed unscrupulous sellers to avoid displaying their address. With new guidelines in place, sellers are required to display their current UK address clearly on the V5C document – and this can be made up of a bank statement, utility bill, or other official documentation.


    The Scrap Metal Dealers Act 2013


    The Scrap Metal Dealers Act 2013 is a piece of legislation that makes it illegal to buy scrap metal from anyone you believe not to be the rightful owner. It was revised in 2013 to make it illegal to purchase scrap metal without verification of the original owner’s identity, so ensure you have valid proof of identity in place.


    Following the recent revision of the law surrounding scrap metal, it is important that dealers are aware of their responsibilities when collecting scrap metal. The Act specifies that the dealer should have proof of the identity and address of the person presenting them with scrap metal. However, this can be hard to provide if the person providing you with the scrap is acting under instructions from someone else.


    If you are presented by a third party who will not themselves be scrapping their car but wishes for it to be scrapped – then you should make clear to them that they must provide evidence of their identity and address to you or for you to notify the licensing authority.


    How to prove your address


    The person collecting your car will need to see one of the following documents to be able to accept your scrap car.

    • A council tax statement 

    • A credit or debit card statement

    • A bank or building society statement

    • A utility bill – gas, electricity or water bills are ideal

    It’s also important to ensure that the bill is dated within the last 3 months.
